This Project will focus on the rehabilitation of bridges, culverts and pavements, and maintenance of existing infrastructure within the Study Area.

A Transportation Environmental Study Report (TESR) for the Preliminary Design of the QEW  and Highway 403 (Freeman) Interchange was completed in December 2020. The Preliminary

Design provided a Recommended Plan to be completed in three phases:

  • Immediate Improvements;
  • Interim Improvements; and,
  • Ultimate Improvements.

This Project is intended to address the Immediate Improvements within the Study Area.

The rehabilitation work will extend from the north end of Burlington Skyway to east of Guelph Line, involving rehabilitation, i.e., structure, pavement, lighting, and overhead signs; and widening of structures and pavement to accommodate the construction.

Key improvements will include:

  • Pavement rehabilitation on the QEW for 8.3 km including crossing roads and interchange ramps.
  • Pavement widening to the median for 3.5 km including median sewer system and tall wall median barrier. This widening is required to accommodate construction.
  • Bridge widening and rehabilitation at Brant Street, the CN Rail bridge, and Fairview Street.  This widening is required to accommodate staged traffic conditions during construction.
  • Rehabilitation and modifications to two flyover bridge ramps within the Freeman Interchange (QEW/403/407)
